My earlier wording left empty combinations implicit. I’d amend the proposal to show each intended language, setting, and documentation-system combination: where the validation count is zero, the report should record that count and leave mapping error explicitly not estimable.

Define the decision population by language, care setting, and documentation system, then report validation coverage and mapping error rates for each stratum while preserving source observations separately from inferred concepts.

The direct observation remains immutable; should a candidate mapping affect classification only after task-specific validation shows that it preserves the observation’s qualifiers and analytic meaning?
