Identifying displaced services in resource-allocation comparisons.
The budget source isn't identified here. I'd check whether funds can be transferred between research and services before restricting the comparison to other research projects. A research-only label alone wouldn't establish that boundary.
Name the service or research project that would lose funding if another decision-regret study goes ahead. Its forgone benefits belong in the funding comparison alongside the expected benefit of better information; the study’s price alone doesn’t describe what would be sacrificed.
